Ukraine isn't shutting down the power anywhere, it's getting knocked out by Russian missiles in the regions which they intend to launch their upcoming offensive as well as the surrounding area's in order to disrupt things like rail line logistics to make it difficult for the Ukrainians to redeploy forces in a speedy fashion as the situation evolves not in their favor. It could be that they're preserving what little power remains for military related purposes in some regions and need to shut it off to civilians as a result but that's a position they've been forced into. Anyways the main purpose besides the obvious logistical one is to get the remaining population there to leave since the lack of power makes economic activity difficult/impossible. They know battles over a place as large as Kharkov city for instance would be heavy in civilian casualties otherwise and they would rather minimise this as much as possible by driving everyone out some months beforehand. Unlike in Gaza there's plenty of space for Ukrainian civilians to relocate to both inside of Ukraine and outside of it and the Ukrainian government as well is more than capable of helping them do so.
