Welcome! :) and for the accurate line drawing, i was trying to create a small script for that, but it needs time, it has some bugs in it. meanwhile, and as a workaround, you two options, first one is to add an Edit Spline modifier on top of a rectangle, and use the modifier to delete all but one segment, then click on the rectangle again while you have the option "Show End Result ON / OFF Toggle" On, and you can play around with the width or length thing, depends on how you created the rectangle, to simulate the option having a length setting. Of course this technique has a small problem because of the Pivot point location shift, but at least you can control the length. The second option is to adjust the grid spacing, and use Grid Snap, after you can create your line horizontally or vertically using the grid lines, then rotate it. I know this is not smooth or fun, and i hate it! this is why i will try to work on this little script. I feel AutoDesk will not improve the 2D drawing any time soon! i use max 2017 now and nothing special in this area.
Welcome!, now for the circle, if I understood what you mean, you can right-click the Snap icon on the toolbar, then in the "Grid And Snap Settings" dialog, check the option "Pivot", by default the pivot point of the circle is at its center. Now, make sure Snap in ON and try to move.
