No, at least in 2015 it was not mandatory to take a test to obtain a student visa. Nevertheless, international students once they arrive used to take a language proficiency test, which in my opinion was not extra demanding. This test was again necessary to place the student in english 1-2 or 3 😂 international students took at least one english course as part of their program. Others, who dont grasp the language could take 2 or 3 courses. At the end isn’t that difficult to obtain a diploma due to a language barrier.

What you've described is the Swiss model and it's been working for decades. Unfortunately there's politics involved. If the number of college and universities actually was a 1:1 match with employers we'd most likely end up with only McGil, UofT, UbC, and Dalhousie being the only universities operating plus 1 or 2 community college in every province and territory. Closing many of these intuitions would demonstrate how week the Canadian economy really is. Much easier for the politicians to mask this fact by trying to keep these institutions running as best as humanly possible.

Shame on post secondary institutions for NOT ensuring that every single student in the secondary school pipeline had the opportunity to attend their institutions. Shame! They wanna farm tuitions? They should, at the very least, look to give naturalized Ontario students the opportunity to incur student debt for the sake of a diploma before they look to the southeast for those coveted tuitions fees.
