The Hubble telescope in comparison was hit by rogue debris that slightly interfered with its instruments every few years mainly because of how close it was to the earth. It won’t be able to confirm the existence of life on another planet. It will be able to collect data that indicates the composition of atmospheres of other planets that in turn indicates if the conditions are favorable for life. There is a possibility of the telescope detecting artificial light sources on the night side of planets, but there would probably still be some uncertainty.
As for your question about the time difference, it will depend on the distance of the object being studied. If it is 10 light years away, it is looking 10 years back in time. As for objects millions of light years away, yes it’s looking millions of years back in time. However, I’m under the impression that it will be studying galaxy sized objects at those super long ranges a million light years away. The planet studies will be around stars much closer.
