This glitch links whatever's in the Clown Car and sticks it to a wall or surface. The item wants to go back into the clown car, but it can't because of the stuff in the way.
Everything in this video (and most other GGT things) can be saved and uploaded, however I highly recommend not uploading a level with any of these glitches as Nintendo has been very quick to delete levels that use glitches lately.
