I love how the beginning of the sound sounds like a bustling 1980s/early 1990s city, but when the transition hits at around 0:30, it feels like I'm being submerged into an abandoned, submerged city. Maybe the same city, but hundreds or thousands of years in the future after a horrible disaster. Maybe it's because I'll always associate this song with disaster, like someone else mentioned: nuclear meltdowns! I dunno, this song just has such a sad or nostalgic tone to it. Probably my favorite in this soundtrack. Thank you for the upload!
