Sounds just like New Orleans during Katrina, pumping stations, lacking required maintenance, failed to operate. City was spending those funds elsewhere. Oops.

no planning or maintanance could handle that much water...new infrastructure is needed...pump system is outdated and 100 yrs old

The population has doubled in my life time, but the infrastructure, in this case the water and sewage lines have not. Now normal usage is near full capacity. We have been robbed.
