That tape looks to need "industrial strength" cleaning judging from the white gunk visible. Scotch videotape is, as you know, notorious for this (grrr!).

SONY/AMPEX 1" C-Format NTSC: 1976, PAL: 1977 ? On Ebay there was once a SONY C-Format TBC with PAL and Paris stickers😉

Looks like the tape is mouldy, or very dirty. It will need cleaning, or it may clog the video heads.
