At german universities the study conditions can differ very much from subject to subject and from university to university. That also apply for the PhD. I know it from my own experience in chemstry and law. And from friends with medicine. In all 3 subejects the conditions for PhD are completly different and also the common founding. So you may speak with the university about what is common for the subject in what you want make you PhD.

I would generally recommend to look for the graduate program that offers a SALARY, not a scholarship. It's typically EU-funded programmes MSCA. You not only getting a salary and all benefits of being an actual employee of the research organisation and not a student, you also get researcher's visa not student's one.
The best way IMO is as a research associate in a university or a research institution, because you would be then a regular employee with corresponding pay and rights, like vacation and health care.
When I was a student in Germany 30 years ago, the Germany government offered foreign grad students some support money, up to age 35. I wouldn't call it scholarship funding, but it was to help with living expenses. If you failed to finish the post grad degree, you were expected to pay the money back, I believe. I have no idea how they would enforce that though. The money was to promote international studies, which many countries do. I don't remember all of the details, but I received information about it at the embassy in Washington, D.C., when I was applying for my student visa and I remember the upper age limit was 35, to receive the funds.Most undergrad degrees were only available in the German language, at government universities, but many post grad degrees were available in English. This was different from being paid for working as an assistant and was not pay and wasn't considered pay for work.
