Voting is for everyone, but some would be excluded by the sheer fact of poverty, lack of education, lack of birth certificates, etc. While this would be a problem across all groups, some groups would have been disportionately affected, older poor blacks, Native Americans, etc. Dems want everyone's rights to vote defended, Republicans, not too much. They have made it clear, in what they say and do, they want everyone banned but white Christian males. Is that clear enough for you?
