Felting wool
Iron
Scissors ✂️
A glass of water 💦
A wooden stick
Needle and thread 🧵
Hot glue
For the face: a pair of doll eyes 👀
And black thread for the mouth 👄

You can also do this with wool yarn instead of wool roving. Also, to save time, wrap the yarn or roving on separate sticks and put the sticks on your oven rack with the oven set to 200 F or so. Leave until dry. You can do the whole doll (or even two) at once that way.
