Question how is the Takings Clause applied to civil asset forfeiture? And if it is not why not?

Wouldn’t the first “method” actually help the government’s case?

How is a local jurisdiction able to require a land dedication for parks or schools in exchange for approval of a real estate development, all without compensation? If I own the land, and the development is "by-right", how can they require land dedication and it not be considered a taking?

    The 10 Amendment
Nor prohibited by it? The Constitution and Bill of Rights.
    To the States.
    The States are limited
So much confusion just like Shall not be infringed
