The reverse is actually true. Because of the 50's game show scandals, J! (and all others) have to ensure that the staff that picks and handles contestants is entirely separate from the staff that writes the clue boards, so that neither side has any knowledge of what the other is doing in order to prevent *deliberate* favoritism. That means that on occasion, coincidences like this are bound to happen. But it is solid evidence that the rules in place to prevent "rigging" are in fact being followed.

Amber needed a triple stumper to win; her range maximized at $1999 to guarantee she had money left. Don't blame her betting a goose egg because of how close the other two scores were. Laura needed to prevent this, so she found a happy medium bet that both locks Amber out and gets enough in case Mathieu bets small for a double stumper, anticipating a big swing from Laura. The biggest blunder contestants make in FJ is not accounting for others' bets. And that's what you wanted the guy leading going into FJ to do.

The key here was Andrew Jackson. Given he was a senator from Tennessee, Jackson is closely associated with that state.
