I think it has to do with the fact that if a black person wears dreads, they get called derogatory terms and some schools even make black children cut their hair. Sometimes wearing dreads is the most efficient way of managing black hair due to the texture of the hair. It's either dreads or chemically changing your hair to please societal norms that generally tend to discriminate people of color. When a white person or non-black person wears these hairstyles that people of color wear, they get called fashionable and trendy. It's a double standard that makes people angry. If you see someone culturally appropriating your culture, you have a right to call them out.
Because a certain group of race are always on the edge believing everything is against them so they always jump to shut Everything down, while the rest of races simply don't care enough or don't see much bad in it

It should be all about intentions - if you adopt elements from other cultures in your outfit or makeup with good intentions and purposes, then it can never be cultural appropriation. The concept of "Cultural Appropriation" can be toxic while misused or overused. Some certain groups are just unconfident with their own culture, that's why they cry out to hinder others from implementing their basic rights. A confident culture is inclusive, not exclusive. That's what I see as a Chinese.
