Dredge and Singularity are such tragic cases. Dredge came before the most popular killer ever from a huge franchise and Singularity came before a goddamn XENOMORPH. Singularity especially stands out since he came out after Skull Merchant, with the patch that brought MFT, and before the triple whammy of Nic Cage, Alien and Chucky. Both were original anniversary chapters. They were almost destined to be overshadowed which makes me question why Wesker wasn’t the 6th anni killer and Alien wasnt the 7th. Both are also just fine, but niche gameplay wise and have stuff survivors can do against you which is annoying like EMPs or locking lockers.
One major thing you forgot to mention is that the chapters were leaked. Behavior was essentially forced to announce both chapters because they had already been leaked before the livestream even happened.
I honestly remember enjoying the game so much during Dredge release. It sucked that Wesker got leaked so it stole Dredge's thunder a bit, but I still vividly remember how positive the buzz was around Dredge. So many people were saying how he made dbd scary again. The love for the game only grew with Wesker. I hope we can get that again in the future. Since then, it's been so negative. Nobody even plays Alien anymore. Chucky and Nick Cage were the only liked updates since and they are half chapters at best. Skull Merchant is so reviled that at this point, I'm convinced there is no change bhvr could do to her that would make the community change their mind about her.
I'll be honest, having played it WAY TOO many times, Dredge definitely deserves a rework. Whether on its time on a distance language (damn the demogorgon is so much faster to move from a point to A B with its burrows), but also on the position of the lockers ONLY when it is played on a map. He's too slow, too soft, even when looping as soon as he places his Remnant makes him horribly slow. This killer is ready, but also impossible to play in its undetectable aspect, ONLY when played on a map. When a killer is too dependent on his add-ons to be playable (I'm thinking of the four add-ons, Haddie's calendar, the Ottomancer book, and the ship key that speeds up teleportation outside of Nightfall), there is a huge problem. My wish is that after Twins, Dredge will really get the love he deserves, and make it a B+. As for the singularity, I was the first to see that the EMPs posed too much of a problem at the start, I mean at the START. From the moment I trained, followed the guides etc, I can assure you, with honesty, that the current situation of IEMs is very good. Just like the Xenomorph turrets, EMPs are no longer a problem, quite the contrary. In the case of this one I HIGHLY recommend the Singularity guide made by the RUclipsr Chocolatte who made it his main one. You have no idea what crazy things you can do with cams.

Oh my goodness, I didn't even know this happened! The Dredge deserved better. How little pride do you have in your work to plug another killer in the same stream as the FIRST one to keep the audience's interest!? And I'm gonna say something spicy, Dredge's chapter was better than all its successors. Skull Merchant, Knight, and Larry tried to innovate like Dredge but collapsed due to balancing issues that could've been addressed with a less face paced chapter release schedule, while Wesker, Chucky, and ESPECIALLY Xeno tried NOTHING different and just resorted to the cliche midrange zoning archetype pioneered by Demo, with Xeno having the honor of copying BOTH parts of Demo's power while adding nothing new on the killer side. Dredge was the sweet spot: a well balanced killer with a unique power. Yeah he's map dependent, but his general performance was nothing to sneeze at and there were a few maps he TROUNCED on (Midwich being the best example). And to see that the devs shafted him like that in favor of plugging in their oh so precious license makes me very, very upset.

Both chapters being revealed may have been an error of judgement, but I didn't need to be that excited for Wesker as I knew he would be coming later. Dredge, in my opinion, was a great contender for an anniversary killer, but from hearing your points now, I can feel that it's not just the marketing, it's also the timing and meta shakeups that happened during their release. It's also something that isn't as equally popular as Wesker that the audience chose to forget about Dredge and move on so quickly. Let's just hope BHVR doesn't do the same charade again and that their reveals will be as impactful on their own.

Blame the leakers! They had leaked Dredge, Wesker, and Knight! So BHVR rolled with it and announced what the leakers had already spoiled! I love both Dredge and Larry. I play as them frequently. Good killers with aolid theming, visuals, sound, great gameplay, and a fairly good balance of addons.
Dredge's addons are terribly balanced, like Malthinker's skull is basically a requirement because of how much of an impact it has on Nightfall building compared to every other addon (rendering all other nightfall charing addons, save for the shingle one, pointless). Along with a bunch of other addons being way too niche or straight up useless/weak; such is typical BHVR fashion

Dredge is in my opinio. One of the most beautifully designed killer in Dbd, it was an immediate W for me. I mained him right away.

People tend to just ignore and forget BHVR’s original killers. They don’t even care about their lore. So I get why they showed off Wesker.
