You have to be in sketch mode first. I think if you click on a plane/surface and then click sketch you'll be in sketch mode and then it will be an option. I'm having a different problem myself though, because I don't have the options that he has under the sketch picture options after he opens that and proceeds to auto-sketch the picture. There's no way for me to do that. (like that arrow he clicks isn't there at all)

sketch tool > sketch picture option is not responsive. Its gray out.
