City Attorney has a conflict of interest

Mexico Beach (FL) City Attorney Clint McCahill is having a hard time representing the new Mayor, Michele Miller.
Last year, McCahill supported then-Mayor Al Cathey's authority as CFO and CEO of the City. This year, he and three Councilmen are blocking the new Mayor's ability to perform her duties.
The City has received about $100 million in FEMA money since Hurricane Michael, and several City officials are blocking her access to all financial records and contracts.
Last year, McCahill testified against Miller, saying that she committed Sunshine Law violations when she was on the Planning and Zoning Board. The case was dropped.
