Well, if you decided to file a lawsuit (I don't know any legal theory under which you could file but torts isn't really my thing), and, hypothetically you won (unlikely), you would still have to enforce the judgement; aka these people probably don't have any money. Ergo, I don't think there is anything YOU personally could do. The police however could charge them with disturbing the peace (and any other criminal code violation and/or traffic violation). Also kinda useless imo because prosecutors likely wouldn't pursue the charges.

Protest like this just turns people off of the cause they are protesting for, heck I wasn't impacted by this illegal protest but I instantly filled with hatred towards them for blocking the roadways.
