It depends- For people who already have a visa (auxiliares included), the option described at 2:38 is the one I recommend. However, depending on your marriage status to your husband, as well as your permission to be in the EU, you may need a different option. Unfortunately, I would not be sure of that option, as I am not illegal or diplomatic professional, simply a former auxiliar. I would recommend checking with your local embassy or consulate to see if they have any advice.

I am still waiting for my student visa to arrive from my local Spanish consulate. But I am trying to fill out as many forms ahead of time as I can. Wait for your visa and NIE. If your visa isn't issued with an NIE, then and only then should you use your passport number. You can also fill out the form entirely except for things like your address in Spain and NIE so that once you go to the appointment/arrive you can fill in missing info. Realistically you shouldn't begin this process until you have your student visa in hand and are physically in Spain (ideally once you have a spanish phone #).
We have NIEs that we obtained more than 20 years ago when we lived in Spain and we are trying to renew these numbers again. Do we select "TIE que documenta la renovación de la autorización de residencia temporal ...". We are bringing the forms to a consulate in the U.S. and they said to bring a money order for $10 with the form.
With the taza form? The amount owed will display once the taza is generated, and I think there is a charge of 10.72€ for one of those options. I could be wrong though-I’m unsure, to be honest I’ve only ever dealt with new TIEs or prórroga of estancias while people are in Spain. It might be best to ask the consulate specifically which option applies.
I paid the wrong selection that costs more than I need to pay for the original selection, will they still accept it, I'm suppose to choose to renew it not to extend longer?

As far as I know, you'll need a contact address in Spain. Forwarding address? Lawyer/gestor/representative office? Friend's place? I'm not sure how you're submitting this form outside of spain-I'm fairly sure you have extremely limited options when it comes to the ability to do that with the EX17 application. The TIE is the extension of your visa's validity (not just a way to get a NIE) so the function of it relies on, essentially, you being in the country. I'm fairly sure there's an alternative way to get the NIE itself if it wasn't already included on your visa or if you're an EU citizen. You might try the EX18 form in that case.
If you’re not using a Spanish IP, you’ll have problems accessing the webpages and downloading files from official Spanish sites-depending on where you are, that could be the problem! Alternatively, it could just be due to your device (I’ve found computers and tablets work better), browser, cookie settings, or internet connection and/or their server. Sometimes, even temporarily putting off the task and trying another time (an hour or day later) does the trick. Even more alternatively, if the link that I provided in the description isn’t working, it could just be that it’s outdated. But if you search up the taza on google, usually the first result is the updated link from the appropriate organization, so that could be a remedy as well :)
