Dear, oh dear. When will you learn? A building may be maintained at public expense: That does not make it a "public " building. Perhaps if you didn't run around, thrusting your £10 ASDA pay as you go phone and acting like a fool, they would have let you in? "The public own it"! Seen the deeds, have you? No: The public do not "own the building". It is maintained at public expense.
