Correct. Need 3 Security Upgrade cards then you can take the tram back and grab it. Upgrade allows you to throw mines like disc grenades.

Gotta tap twice to drink the cans, first use only opens them. Also, saving the teddies from collateral damage, aww....

I'm usually mashing the use key. Later on I tend to be at max health and can't consume them anyway.
