Maybe you put too much flour , it’s just a little bit. Or you can instead of use flour , use more cheese and don’t use regular milk , used evaporate milk
Also maybe Try adding the flour with the butter and letting it cook out a little bit then add the milk slowly while whisking constantly and carry on with the recipe. However if you still get lumps, try using a strainer and straining out the lumps. Happy cooking
