Yes is works with Bluetooth 3.0 or prior and Bluetooth 4.0 or beyond. So may be the devices you are using to pair it with may have Bluetooth versions 3.0 and 5.0. That's why they appear like that.
It should work. Try selecting num keys 1,2,3,4 individually and try to pair and check. Turn off and on aeroplane mode and also Bluetooth settings. Try again it should work.

Keyboard can’t be turned off.Only mouse can be turned off. But it uses very less power. It can easily last for 6 months.
