The handling of confidential emails on her private server was illegal. There is a specific statue. Section 793(f) of the federal penal code (Title 18). That statute requires "gross negligence" in the handling of confidential information for the purpose of criminal liability. The FBI rewrote the statute and changed "gross negligence" to "actual intent". Changing the level of intent in a statute is unheard of - by anyone. Especially not an investigative branch of government. It is not their job to interpret statutes. Had Bill Clinton not had Loretta Lynch in his back pocket, Hillary would be in jail. As evidence of this fact, a sailor was recently jailed for simply taking a picture of the inside of a nuclear submarine. He had no 'actual intent". and yet his is jail.
