    It's amazing how much money my government can spend on foreign aid when they are unwilling to even provide clean water everyone in our own country. I'm pissed off about not having paved roads too, but I'll let that slide for now.

      It’s getting better! I am apart of a company that builds foundations for new homes on these reserves. We have built 5 triplex’s across the northern communities. When I was there a treatment worker said he has been drinking the water but he is not authorized to lift the boil water advisory. It was somewhat safe to drink he hadn’t gotten sick!

    Spending more money importing bottle water for 20 years than to actually fix the water treatment plant is a clear indicator that its not a money issue.

    I usually hate on most videos of Vice, But Clean water is a basic human right. The treatment plant was built in 1993 and was deemed unable to produce clean water so why wasn't something done or retrofitted.

      In First Nations communities located south of 60 degrees parallel in Canada, responsibility for safe drinking water on reserves is shared between First Nations communities and the Government of Canada.
      Chief and Council are responsible for planning and developing their capital facilities which provide for the basic infrastructure needs of the community, including drinking water. They are also responsible for the day-to-day operation of water and wastewater systems on reserves, including sampling and testing drinking water.

    Of course the minister of health declined to be interviewed. She wouldn't know what to tell Vice because her education isn't even within healthcare. How can you expect someone who took art and political science to actually understand health issues?

    This is outrageous. If this was ANY town or city in the rest of Canada, there would be lawsuits, petitions, and widespread outrage. They're building wells in undeveloped countries and providing them with financial aid but refuse to provide clean water right here in Canada??? Why is the rest of Canada not up in arms about this? How are they not being sued?

      It’s getting better. I was up there building houses last year. Their water is still boil advisory, but a treatment worker told me he was there drinking it and didn’t get sick without boiling it.

    Okay, so they have a plant but the plant is not working? What caused the plant to fail and how come the cost of maintaining the plant wasn't part of the budget of the plant? Something doesn't make much sense. What is further really weird and odd is that the federal government gives this band $1 million dollars per year for bottled water. From the publicly available documents that describe the problems of the plant, they are mainly issues with the pumps. I am sure the cost of these pumps would be less than the cost of servicing this community with bottled water over these years. I wonder why wasn't these pumps fixed? Also from the same publicly available documents, another major issue is the lack of qualified people in the community to maintain and manage the treatment plant.
    Okay, I found the answer: the community diverted the funds from the maintenance of the plant to pay down debt. this really paints a picture of really bad management.

    I lived here for three weeks for work. 30$ A CASE OF WATER! Constantly boiling water on a kettle. I was talking to a worker from Sudbury working for Ontario water. He says the water is fine to drink, and he even drinks it without boiling. The problem with their water treatment center is it isn't pumping enough water. It's quantity issue over quality I was told.

    I immigrated to Canada long time ago . I remember everyone use to boil water before drinking it was very common. Also we use to have tube well all around . Also we use to melt Fresh ice to get our water. It’s impossible provide the best facilities in isolated communities. Either they move to big cities or open the reserve as a municipality for immigrants to settle.

    In the description for the Shoal Lake 40 video it is written that there are "169 First Nations communities have limited or no access to it" ...so if you're reading this Vice, you might want to fix/check your descriptions so your otherwise great reports don't become somewhat befuddling.     There's a thing with activated charcoal that cleans the water, like a natural filter. You make it from fruits, wood, and other things. And you put it in a cloth to clean the water. If anyone knows about it and if 'im wrong, correct me :)

      Unfortunately, it won't remove the bacteria. They need that plant up and running - they literally can't even wash their hands/shower in that water.

    I believe one reason why pipes and treatment facilities aren’t being built on many reserves is because majority of First Nations people don’t vote in provincial and federal elections so the people who win and are in charge don’t care about pleasing them because they’re not tax payers and/or people who vote in elections. The elected officials would rather please tax payers and/or people who vote then the First Nations people on the remote reservations. That’s just one reason of course.

    Love the haters.
    These people dont want to lose their heritage, or be removed from their communities.. yet their income for most of the community is GIVEN to them by the government.
    They're so worried about losing their ancestry ways, but they expect free fresh water to be flown in. I dont get it, you have to pay taxes for them to use the money to build and maintain a treatment plant. But wouldnt free fresh water be ruining their heritage?
    Pick a side and stick with it. if you want to live in the midle of nowhere like your ancestry and the government flow you money, then do it! but if you want everything cities have (where taxes are high and society runs based on the effort put towards it) then move to a populated area! these communities are not built on anything except ignorance.

      +Shikamoo P.K. This comment shows your complete lack of knowledge about Canada and its relationship to the Indigenous. To start no one "picked" their reserves. They were coerced onto them and made to stay on them by force, with every life decision being made for them. From what they could grow in the ground to whether or not they could have a will for their families when they died. They were not allowed to leave those reserves without a pass.
      Second, those funds you refer to are not "free money", those are the funds accumulated and built upon all the resources taken from their lands, Your taxes pay for nothing. They don't even match your own community needs.
      Now, let's update your knowledge about who pays taxes, whether fairly or not, 95% of the Indigenous pay the same taxes as you. The only main tax break is for income earned 'on reserve land'. You must be aware of how few those jobs are available, right?
      Canada is utterly reprehensible for its lack of honour in living up to the agreements they made in the various treaties they signed with the Indigenous and in the promises they made in writing, within the Indian Act. Those promises included healthcare, education, and prosperity, What this government has done since is make sure they take the vast majority of the resource profits - in the trillions of dollars - and leave its obligations to the Indigenous in the dust, and on boil-water advisories for life.
      Lastly, the arrogance of so many Canadians who would dare to tell the Indigenous to just pull up bootstrings and get themselves together, all the while enjoying all the benefits that the resources of the Indigenous have bought and continue to subsidize for Canadians is beyond belief. Where do you think your education, healthcare, infrastructure & maintenances, and clean water and sanitiation systems came from??? Your taxes? Get real, and an education.

      You must read a little more. Not all land was ceded, not all treaties were honored. Some treaties were outright fraud having clauses added after the signings, etc. etc. etc. More than 60% of the country is unceded Indigenous land which has been raped and pillaged for nearly two centuries for its resources. Now the SCOC is saying, uh uh, that's wrong, Cda needs to make some reparations here and so they have sided with the Indigenous for 95% of the land and resource claim cases so far. Do you need schooling for anything else?

      There are high levels of dissolved organic carbon in the water, cause it's a lake exposed to the elements. When they add the chlorine to kill the pathogens, to make it safe to drink, the chlorine reacts with the organics (which are tough to remove because they're dissolved) and forms toxic by products that are making the water unsafe to drink.

    Why don't you take responcibilty for your own community instead of expecting it from the Federal Government. It's been 500 years. This will always be a problem as long as that attitude exists. I want First Nations to advance, but they never will if they sit on an isolated piece of land feeling sorry for themselves.

    I'm curious to why these Aboriginal communities can't use the lake water in the first place? Is it due to salt water, oil spills, or? These people are getting serious infections and rashes, there has to be something in the water for sure...

      +Jacob Jenkins There was an oil spill right beside the school a long time ago, that never got cleaned. You can still smell it in the summer when it's hot. The sewage there is terrible, the lack of knowledge on how to improve and maintain things is beyond belief and there is in-fighting within the community. Attawapiskat is a serious case of headaches. Like many people, I could not believe the stories I was hearing in the media and I went there myself. It felt like I teleported myself to a third world country. And You should see the prices on food up there .... a small bag of apples like 17-18 bucks, a can of pop 3 dollars ... just nuts. No roads either (only an ice road during the winter), I had to take a small twelve person plane in there. Ohh, but De Beers has Ontario's only diamond mine operating 100 km north of the town, on their land. Ya ... the story has a million angles and egos/interests and so on.

You'd think living in a progressive government such as Canada (oh wait Harper nevermind) that these basic needs would be met. There is very little media coverage on these issues in Canada, so I had no idea -- thanks vice for reporting on this. Hopefully with the new federal election these communities will get some much needed support, I wouldn't mind my taxes going up at all for this. I know that the NDP and liberals swore to provide all Aboriginal communities with these needs, so hopefully we can bring these communities up to speed in the 21st century. Thanks!

    As a Canadian the way I look at it is first nations want there own land an own laws an to not pay into our taxes but expect to benefit from our tax dollars. If they wish to be treated like the rest of the population than act like the rest of the population simple as that. When was the last time you seen a tax paying population have a boil advisory for 20 years?

    I find it extremely disheartening and pathetic the amount of racist, bigoted and detached comments from the people who watch this video of a broken community and can only provide more pain and anguish. I'm not some idealist I live in Canada's city with the highest violent crime rate, North Battleford, and am surrounded by 9 FN communities and I see literally everyday these issues played out in my home town. I hope for those who see this video and who's only response is callousness, disregard and hate that they can have the opportunity, not in a vindictive way, to live life so desperately and see how hard it is to make good in this world.

    During Water Quality Month, 2,918 First Nations homes won't have clean water. When we think about the 2.1 billion people who live without safe drinking water worldwide, we tend to think of drought-stricken families in countries where lakes and rivers are scarce

    It’s sad, I didn’t know that existed in Canada until I read it in class about the issues about drinking water advisories and where? in Canada, it’s unbelievable but unfortunately it’s true but you have to put pressure on gouvernement until they find a solution and don’t stop, keep speaking about that every where especially in social media, I know it will work, a social media has a big power

    Please don't view this comment as being hateful, I have a lot of sympathy. I'm no friend of Harper. Also, it's tragic what has happend to first nations.
    I think we are all people and should all be treated equally. There are many poor people in urban areas who could use these resources. I think vice lacks a cost benifit analysis on this situation and does not compare the norm for other rural communities. A generalization that Canadian Federal Government is racist seems to be their conclusion.
    Anoter Vice video on this subject talks about a $30 million road and a water treatment plant for a community of 200 people. I don't know the cost of a treatment plant but let's estimate including the road it's $100 million. Imgaine what $100 million could do for the city of Toronto with 5 million people. Subway, infrastructure, school, social housing. I think the money could be used to help a lot more desparate people out there.
    We cannot dump unlimited money on these problems though. Water management is a municiple role. I understand the Federal Government is responcible for this situation, this community gets extra support from the Fed that other rural Ontario communities do not. I used to live in rural Ontario, water was drawn from a well or a lake if your town is too small or your property is too isolated. Should the Federal Government pay for all the farmers and rural property owners to have them hooked up to a water grid or have their own treatment plants? It's not logical at all, some places are too isolated to have everything. The community in rural Ontario I used to live in had 30 year round inhabitants and about 100 seasonal, these people did not have access to a municiple clean water system, they had to build their own wells, and buy spring water jugs for drinking. Canada is the second largest country by area in the world. I just don't think it's logical to connect every person in Canada to clean water.
    One example, My mother is retired and lives in rural Ontario. She had to pay to install a well. The well water is not good enough to drink so she has a water cooler and buys water jugs at the store. Should the federal government hook her up to a municple water grid. I think her community should be treated equally to Neskantaga. If we say water is a human right and everyone should have access let's mean it.

    I am really lucky that i get very clean water out of the tap with only a 10m well in the backyard (yes it is getting tested once a year or so).
    There is no chlorine at all in the water!

      Rain is just water that evaporated into the air. If the local water is bad then rain water isn't much different.

      Russ Walsh mining, franking, logging, and other ways of raping resources from the land cared for by another people for many years. I know we need resources but why can't the big money making companies clean up properly, or better yet leave the land fertile for growing life and improving the community? I'M SURE THEY MAKE ENOUGH AS IS. not like that money trickles down to the common tax payer anyway.

    I live in lilooet british columbia and I am a member of the Sek'wel'was indian band. The municipality and provincial government just built a new water treatment plant on our reserve without our permission. We get our water from wells and spend about 50% of the year on boil alert.

    Omg the water he tested that wasn’t drinkable was raw water! Of course it’s not safe you haven’t treated it yet it’s raw water from the source. These guys working in their plants have no idea what they’re doing. Probably cause when they went to school they were drunk the whole time and learned nothing!
