I've caught a Lugia with a pokeball, no attacks were thrown, it was the very first action. I've noticed that Pokeballs have a higher rate at catching Legendaries in the Silver and Gold.

It's only accessible in Pokemon crystal, and it is a story based event. Can't miss it in that game. In gold and silver it is just a random encounter like the other two beasts

Yes, you need to go to Pewter City and there is an old man that gives you a Silver Wing. You can then fight Lugia.
