Yeah sure, you can get one. But, you need an external debugger then. Better get a nucleo board with on-board debugger. Nucleo will come cheap than black pill + debugger. But, bluepill will cost you less. Go checkout Fastbit Embedded Academy Channel and their Udemy courses, no need to buy, I found them on torrent. But they are worth it. If possible buy and help the team☺️
