98% of the Roma pay their electricity bills

Stolipinovo is famous as the largest Roma ghetto on the Balkans. There are approximately 50 000 people, a colorful mix of Roma, Christians, Muslims, Turks. During the 1990s, most of the people in the neighborhood become famous with not paying their electricity bills. The situation leads to introduction of regime of the access to electricity, protests, tension between Roma and non-Roma... Then, the EVN Bulgaria has started working on improving the situation, where the level of collectivity of the electricity bills is only 2-3%. Today, 98% of the Roma are paying the electricity. This initiative and intervention of Open Society Institute -- Sofia and EVN Bulgaria breaks the myth that Roma do not pay their electricity. This movie tells the story of success: what they did and how they did it.

Важното заключение, което правят - коректност и диалог между двете страни - бих допълнила с още един изключително основен фактор, който в никакъв случай не трябва да остава неизказан - образователните кампании!!!
За да има разбиране в диалога с хора, чието ниво на образование е недостатъчно, първо трябва да се предостави знание, за да може да се постигне разбирателство.
Win-win ситуация, която ужасно много ме радва, защото доказва, че най-добрият начин да се реши проблем, е не да се влагат повече пари (от държавата) в погасяване на дългове без реална промяна на статуквото, а да се подходи иновативно към решаването на проблема. Разбиране, анализ и адекватни действия от страна на частния бизнес e подход към проблем с който и да е друг участник в пазарна икономика.
Държавната намеса създава дисбаланс и ограничава свободата на пазара и възможността за намиране на подобен тип решения.

It is a basic rule of life: If you treat people fairly and decently, they will behave accordingly. Europeans have been enslaving, murdering and persecuting the Roma for a thousand years, and the Roma have done what they needed to protect themselves. EVN upgraded their network, priced the product fairly, and the people pay their bills. Maybe one day, the rest of Europe will figure it out.
