There was a German guy living in Nanjing during WWII who also gave shelter to the Chinese. Cant' remember his name. Maybe it's John Rabe but i don't know. He painted a large swastika on the roof of the shelter so that the Japanese wouldn't bomb it. Some people called him China's Schindler.

Ironic that the American government officials stationed in Nanjing at the time refused to help the Chinese. The USA government knew the Japanese troops were massacring the Chinese people but didn't stop them, for decades it even denied there was any massacre done by Jaoanese troops in Nanjing!

I see some people asking for money on the streets, but the situation isn’t as bad in downtown Nanjing as it is in other cities I have traveled to in China - for example Guangzhou. In Nanjing it’s not as common to see groups of homeless downtown. Normally I will just see a few here or there. I normally will toss them 5-10 rmb or scan their QR code and give them some money. There was a homeless man who lived outside a bar I used to go to all the time. One time I actually gave him 50 rmb and I think his eyes were so bad he didn’t even realize how much I gave him.

When I lived in Tianjin I saw some sketchier neighborhoods where there were chickens running around outside and the roads were dirty, but I wouldn’t even call it a slum like you are thinking of.
