Sir, During the merger, if the employee is chosen his pay needs to be regularized from the date of increment in the previous post, you mentioned he will get the first increment after qualifying service of 6 months. But, Rule 10 of 7th CPC and the subsequent clarifications mentioned that "if Pay fixed as per Rule 13 of 7th CPC, then he/she will get the first increment after six months of qualifying service". However, in this case, pay was not fixed as per Rule 13 means no notional increment was given, then his date of increment will be moved to next July (01.07.2017) not 01.01.2017.
Further, is there is any option / Rule wherein an employee has not been given any promotion in same level of pay for more than 10 years. Is there is any type of Financial benefit can be given, except MACP, as we are a Autonomous body of gov. Of India, and MACP is not applicable to us, as we are having our own RR. KINDLY GIVE SOME GUIDANCE/ Rule, whereby we can Financial benefit may be given, without a higher post / promotion. Or Financial benefit may be given without offering promotion.

Since PGT has high responsibility and higher duty, Will I get increment in Nov 2021 after completing the probation period of 2 years
I could not understand your query. where were you working before technical resign. Where are you working now. Hv they given you pay protection and fixed your pay when you joined as PGT and fixed your pay under FR22(1)a(1)? give all these detail only then i can comment

But ek department ke paas right hai woh apne circumstances ko dekhte hue koi policy approve karva le. If they hv such a policy simply ask them copy of policy.if they don't give in normal communication ask under RTI

reason for L8 to L10. If it is prmotion after MACP then date of increment will not change. If it NFS it ll be 01 Jan 25

You can join. But no Pay Protection as you are under probation

Technically No pay protection possible. But you can take a chance by applying for change in option.
