Because hurricanes are tornadoes in a sense, just water instead of air and they are a lot bigger so they aren't as concentrated, but if you looked at a hurricane from a satellite you would notice the tornado shape.

Depends. If your country is like Japan(small country surrounded by sea) than sure. Flood is caused because heavy rains and river overflow. And since rivers usually flow through lands, potentially more dangerous.

Chris Williams Typhoons, cyclones, and hurricanes are the same thing, their names show where they came from. Tornadoes aren't driven by water like the other 3, but are similar.
