Because the thief brings their own set of tools to do so. All it take is a spring loaded center punch at any corner of the window and poof it is broken with only a slight popping sound. The police have a different set of tools and do not typically think about breaking windows.
Yes, we never have all this car chasing, I think our roads are to crowded, not very wide, 3 lanes is a motorway, going to 4 occasionally, but not the space for all of this, and they just block them in, but also they know they are not armed.

They did nothing to block that vehicle in, and when the driver was noncompliant, they approached the right side between the vehicle and a concrete wall without covering the driver and stacked up against the wall and behind that car. That driver could have taken out all four officers at once if they decided to throw it in reverse.
