They said that date 9th dec because it's Sonia Gandhi birthday. Their intention is to start the process from that date if they win the election. There is no evidence that people just tempted for the promises. In Hyderabad area there is no congress due to more development by brs. It will be termed as cheating only if the promises given by Congress to the people are not implemented properly. Lets don't draw conclusions from early stages.
