This just got addressed in the Morrowind PTS patch notes lol. "Fixed an issue where abilities and bonuses that allow you to ignore the Movement Speed penalty from sneak would stack, causing you to sneak at extremely high speeds."

This is what i do for IC chest farming for motifs, can do a full run of all district chest spawns in 8min & be back at respawned chests for more motifs & a few tv.
It is actually unlikely this will be nerfed any time soon. Because in order to nerf this ZOS would have to completely recode how the set/vamp bonus works. The way it works right now is that it gives you a speed bonus equal to the speed penalty of stealth. Which is why it stacks, its just a speed buff. To nerf this would require them to properly a code a way to disable the speed penalty in stealth, which is more work than ZOS has been shown willing to do.
That even more awkward moment when you tell someone they don't what they're talking about when its actually you who doesn't know what you're are talking about. This still works on live.
The last patch notes are for the Morrowind PTS moron, I tested it right before posting, it still works on live and will continue to until Morrowind comes out.

I enjoy pvp with it tanky because it allows for me to take a good beating before I have to vanish lmao I like trolling people so this is my build .

Speed was the key. I did not know night silence and shadow dancer stacked though. I only use shadow dancer with vampire and you don't look faster them me. Vampire sneak speed only start when the eye-lid is closed. For those both armors it start as soon you sneak so even with eye open. With concealed weapon i get out of harms way quick.
Can you make a video on a build centered around ice staff? I just learned you can block using magic with ice staves and heavy attacks taunt enemies for 15 seconds.
Sperling Gaming He thinks frost staff tanking is absolute garbage as your primary weapon. Yes you can taunt heavy attack, but that drops block for a full 2 secs, thats not safe, now imagine 8 enemies you gotta taunt, by the time you heavy taunt them all the timer has already run out. Yes you can use inner fire, but neither of them give major fracture and breach like sword and shield which is 10% dps increase for your group. Sword and shield has absorb magika which reduces block cost far more than staff and will save you in some bosses, its essential in hard Maw of Lorkhaj. Sword and shield has heroic slash for ult gen and maim. Staff has none of these. You might think "but being magika I can use my class skills" yeah you could, but with frost staff it stops magika regen, and sword and shield can use magika skills too and have regen. Shield abilities are better, staff doesn't have fracture and breach.
I have seen an NB trial tank use a frost back bar, because NB gets stats through siphining attacks, he'll drop a refreshing path and elemental blockade and use sap essence, funnel health and just switch between the two bars if one stat gets low and then siphoning will top it up. Yes you can use a frost staff, but sword and shield is just better and it would be better using frost as a back bar. Give it a try, I'm sure you'll figure a way out. NB is the only one that gives fracture and breach in reapers mark and use shades for maim, so they're the only ones that could get away with full frost staff tanking.

Ren No, the only race that has a movement speed boost is orc while sprinting. But this is stealth, so race doesn't matter. Khajiit does have passives that reduce their detection radius tho.

Shaun Mitchell No, NB is faster because of concealed weapon. This build is already using major and minor movement speed, everything the sorc has, but concealed weapon makes you faster in stealth, NB is the faster than sorc.
What ever happened to the Road Runner build you did a trailer for ages ago? I'm guessing it beats the game and that's why you keeping it secret, otherwise ZoS would have to close down ESO. ;)

SaltyPixles Yeah, you can be a Stam Sorc Orc. Sorc has hurricane for minor expedition, medium armor sprint bonus, orcs have racial sprint bonus, use rapid maneuvers for major expedition, and you can use the steed mundus stone if you want and you can wear Fiords Legacy armor if you just want to be ridiculous. But just plain old Sorc Orc is still stupid fast.
SaltyPixles Well for my crafter, a fast horse really helps, but that takes a long time and its a slow process to make it faster. Easy gear for sprint is Fiords Legacy from Eastmarch for sprint speed bonus. Jailbreaker for minor expedition, use rapid maneuvers and if you have cp, put 120 points into the Lover tree, the passive gives a 2% speed boost to everything, including your horse (Also the other passives are important for crafters) and use the steed mundus stone. Try get divines gear, but I know sometimes you get what your given when it drops from monsters. Other gear you can use is 3 piece Ward of Cyrodil for increased mount speed by 15% or Cowards Gear for major expedition when you sprint (Cowards gear is going really cheap in guild stores because not many people use it.)
Its made for farming. Its actually the fastest thing in the game at it. You are forgetting to add the time it takes to whistle for your mount. And to get to max speed as it starts of quite slow.
don't forget to add in darkstride 5 piece and being an orc with the windrunning perk. fastest I've been able to go on foot. coolest part it can sustain it for awhile

Ren No, the only race that has a movement speed boost is orc while sprinting. But this is stealth, so race doesn't matter. Khajiit does have passives that reduce their detection radius tho.

Orcs have a passive to increase speed why using Khajit?
Orc is only sprint speed, this is all stealthed, orx doesn't give bonuses to stealth speed.
