He stated a case wherein fp and fs will be given instead of omega s and omega p. In that case you need to convert them from Hz to rad/sec using omega s= 2*pi*fs, omega p=2*pi*fp, or else u will get ur omega c in hertz, which is not the required unit. Hope this helps.

It’s not truncation. It’s just to take higher integer value if it has a decimal part. Truncation means to drop the decimal part.
