@@fourbeforeforty For example, Goku from Dragon Ball z has a Flat Character arc...basically these Flat Characters don't change over the course of the plot so that allows us to setup world around him...just like world of Dragon Ball around him...or the world of Dc around Superman...If we have a Flat Character in the story as antagonist or protagonist, we can make other characters around him using the Change arc either positive or negative change arc...The Story will be about how the other characters will have impact due these
      Flat Characters...
My conclusion is if we have a flat character..then we can design other characters based around them..which also allows us to design the world the characters live in...
For example, If our main character is a Flat Character and that Flat Character is an optimistic character, then we can make dark, gloomy and depressive world...which is in contrast to our Character...which would create an interesting story of how the world will be influenced by that flat character..and how the other characters with change arc react to it...

Do you think a flat character arc works better than using one that changes, for that? I'm thinking that the world "always" has to relate to and be built around the main characters development in one way or another, but that the world just will look different depending on how (or if) the character develops.

Superman is an example of the flat arc character, isn't he ?

I guess it depends on which iteration of him you read. I haven't read much Superman but I think there is an important distinction to be made between _flat character arcs_ and _flat characters_.
