Yes, the audience rules. The idea is that there are no universal rules that apply to all audiences all of the time. However, the rules for a specific audience are the important/critical ones.

Why don't you add a signature or complementary at the end of a memo? I'm in the USAF and we always add a signature to our memos. Memos can act as a record or policy so the writer is certifying the information correct?

The *typical* memo is 1-2 pages. I also say that there are certain types of memos that are much longer. I give some examples of these longer memos. Maybe your assignment is one of these.
