That's my first thought, too. It's like a parent that doesn't want their kid to do what it is they want just because they paid for their education or something. Isn't the goal to help these people from poor conditions and let them live their life however they want? Hopefully they aren't forcing anybody to stay there if they don't want to. Good reason would be to stay close to family.
