In this video, Lalo Nunez covers Cisco Unified Border Element (or CUBE) and how it enables connections to an ITSP.
The Cisco UBE - or CUBE can help you avoid the need for connecting to a PSTN with a physical connection like an FXO port. Instead, connect over your IP network and make inbound and outbound phone calls using the infrastructure that already exists.

The title is more than misleading!
It suggests that there is a CUBE functionality on the CUCM.
In fact, you need a router with the functionality as stated at 5:50.
