During the 1500s-1800s the Vietnamese expanded their empire and drove the Champas to near extinction and colonized Kampuchea Krom and Southern Cambodia and in these areas put in Vietnamese settlers and kicked out the native Khmers and Champa ever since.

I don't defend the violence often occurring but this is like condemning Mao because of the thuggery of red guards. How much was senseless local violence vs Central orders? Decentralisation to such an extent that lower level cadres would use the events to settle grudges. In the video you can see quoted documents of the Party centre ordering the end to such local brutality, just as Mao did during the Cultural Revolution.
