I guarantee the British government knew that chemical weapons would not be used. Uncle Adie had already made it quite clear that he abhorred the practice in the first Weltkrieg, having been subjected to a British gas attack himself. If not the government in general, then definitely the intelligence services knew this. Mein Kampf wasn't exactly prohibited reading yet back then. I feel like that is a tech oversight on the part of Paradox. Chemical weapons could be added as a research line alongside synthetic fuel, and biological could be added as a late-game offshoot from field hospitals, although perhaps then they'd have to rename the tech so as to reflect the expanded use. Field hospitals get shat on a lot, but there is so much potential there, like granting a compliance bonus when used alongside MPs (winning the hearts and minds,) or leading to naval frigate technology to build hospital ships and grant both compliance gain and manpower trickleback within a certain radius of the hospital ship if it's deployed in a fleet with at least one aircraft carrier (CasEvac was invented before helicopters, it was just more logistically difficult.)

its worth swapping the heavy tank turret to the medium tank turret, it gives more breakthrough and reduces the cost. the only thing the heavy tank turret does for you is allows you to use heavy guns. but unless youre trying to pierce enemy tank divisions, like actually good tank divisions not AI divisions.
I don't have AAT to see the international arms market mechanics for myself, but the construction bonus you receive sounds a lot like the way banked research does in Stellaris. So in that game, everyone has three research slots, one each for physics, engineering, and society. On top of research speed being affected by various perks, sometimes you can find situations out in the galaxy which reward a fixed amount of research points to one or more of the categories. Or if you forget to choose a new tech to research, your scientist will keep working in the background and accrue banked research points as well. When you have points banked, they are automatically applied to your next research technology over time. I can't remember precisely the conversion rate, but it essentially doubles your research speed until the points run out. I wouldn't be surprised if Paradox recycled that mechanic in HoI4 to run the international arms economy. You put civs in to pay for items you buy, and that's represented as a construction bonus for the seller.
You're forgetting with your stance on Goff that the Rams moved him despite making the SB and upgraded to Stafford to win one. What I'm saying is that you don't always have to roll with what you have at the qb position, you can get better
