Bundy was told his uncle was his father, his cousin was his mother, his nephew was his brother, his grandfather was the mailman, his dog was his half sister and his cat was the governor of Arkansas. No wonder he was confused.
Many, many reasons. The main reason being back then law enforcement agencies didn't share information between each other. Especially when it came to sharing information state to state. Bundy knew this & took full advantage of it.
