What are the effects in NA from region changes, who have succeeded, who have flopped big time (balanced with what they want to achieve that is).... probably one best placed just after semis but you get the gist

So are there any actual parameters indicating the difference between tier 1, tier 2, and tier 3 pros?
Tier 2 is just pros that aren’t tier 1, tier 3 doesn’t even exist to me imo and anything else is even less
