      Oh leave it out. Steam sells games that are literally unplayable, and then does not refund them if you don't discover it inside 2 weeks. They don't check the games that they sell actually work. They have zero quality standards.

      Under what ruling or proposal was that. I just went down her list and Steam and Valve are not mentioned anywhere. Her biggest achievement she has listed so far is preventing NVidia from acquiring Arms Holdings and the 2021 vote to enforce Right to Repair policy.
      Absolutely nothing on the FTC causing change in the video game market because of one of her actions are listed from her.

Ubisoft and others now want Valve to stop giving this kind of info away, so that they can lie to their shareholders and players and make their games look better than they actually are.

    I just shake my head every time a game shuts down their servers and players who bought the game are left with nothing. Remember back in the day when a separate dedicated server application was included with your game so people could host their own servers? Games from that era still have small dedicated communities playing them. RIP modern games.

      All thanks to Call of Duty who started to remove that feature with Modern Warfare 2 so they could sell over expensive mappacks cause you could no longer play a modded version of the game, aka player made maps. Other companies soon followed to adopt the highly inferior console way of playing online and push for paid content only for their MP games.

    My wife and I both bought Evil Dead the game to play together.
    A $60 USD title, that was unfortunately live service for realistically no reason.
    A year later, the game shuts down. Hell maybe not even a year later. We're left out $120 and they make off with our buck. Effectively stealing the service we purchased.

      In the EU, they are debating a law that forces online games. If they announce shutdown, they must launch a patch to make the game available to play single player.

    I won't be treating valve like a god, but they are genuinely better than 99% of other platforms if not all. Being a private company has only made them that much better as they don't have to cater to shareholders over their customers and can focus on making a good platform and don't have to resort to outbidding competitors for exclusives or other things because shareholders won't let them take care of their customers.

      I don't think being Digital is the issue. We just need a Digital License as an Installer, like GOG. If Steam offers that your account, have the installer + key tied to your account, to enable users to download the Installer/Launcher from there with your License attached as a Key, then we wouldn't have this issue. I think Steam should go there. If it is possible to do so like GOG does, I think it is better. If someone has a better term or name, please let me know. I don't know the English term enough for this specific situation. English is my 3rd language.

    Ghost Recon Wildlands had a mission where you randomly come across a crashed UFO in the forest, and after investigating it turns out to be the Predator's ship and it turns into a whole boss battle. One of the coolest missions I've ever played in a game. And once their license for it ran out, they removed the mission from the game. Broke my heart and to this day I wish I could play it again

      Maybe make it to where you can only sell something that’s early for a certain amount of time, and then after that, it either has to be a finished game or taken off of the store.

      @ that’s the main reason I’m not immediately all for it. The people running ghost of Tabor are an Indy development company, but they are more focused on implementing things into the game Nobody is asking for instead of fixing issues that have been there since the games inception. There are issues within their game that caused you to lose inventory and progress within the game. I don’t feel like companies like them deserve be on Steam anymore, but I’m sure there indie companies on Steam that are very good at what they do and listen to their playerbase.

    I'm 46, and just can get why someone would pre-order, or buy a season pass before the season is over. I say the most logical thing is wait for games and DLC to come in a GOTY package, wait for a sale when all the bugs and performance has been worked on. The only exception to this is when you want to reward a particular studio like Larian, or Warhorse etc...
    The problem is gaming includes older and smarter younger, and children and dumb ones, so there is plenty of candy taking opportunity for studios that don't care or value good will capital. At the same time there is a wide-open opportunity for the ones that do, but they must be aware, that, you can lose suddenly most of the good will by getting greedy and not respecting your fan base CDPR cough...

      FOMO with stuff like pre order bonuses, also on some games people want to start on day 1. I used to buy everything pre-order when I was a young adult for these reasons but now the trust I had in the companies are gone and after covid and being an adult with family, money is at premium and has to be spent wisely but is very easy for young folk to fall for fomo.

    Couple small corrections about the Destiny Content Vault (only because I've been following it since the Beyond Light showcase, which I recommend doing a react on because the way Luke Smith and Mark Noseworthy sold it to players was incredibly scummy)...
    Bungie didn't say Forsaken would be vaulted with the original vaulting on Beyond Light's release. In fact, after that point, players were convinced "Forsaken wouldn't be taken away." And it was. In part. The Last Wish raid, and the first Forsaken mission, are still available...however, the CAMPAIGN, the thing that contextualizes the Dreaming City and Last Wish raid entirely...that's gone. They only left in Last Wish because raids are a big deal, and the first Forsaken mission where Cayde dies was returned because Final Shape brings Cayde back (sorta) and newer players had no idea who Cayde was.
    Of course, they put Uldren's entire arc of being hunted down after killing Cayde, returning as Crow with shady intentions, potentially killing Zavala, regaining his memory via Savathuun...all THAT seasonal content is gone. My favorite destination, Titan, which was in D2 Vanilla, was removed, sold BACK to players for Season of the Deep, and is gone AGAIN.
    Yes, Bungie said they wouldn't vault content anymore, but much of their game is still ethereal and FOMO and the community continues to justify it and it's disgusting.

      It was Lina khan who forced game platforms to officially declare if they are selling Game ownership or just a license so people would be more aware of what they sign up for .

Steam is probably doing this to protect his own reputation against scummy publishers more than anything, but the fact that their interest alligns with the ones of the customers its a win win situation. Also, i have no idea who that is and how is related to the topic but maybe you can share a source for these claims.     A bit off topic but one of the biggest surprises to me is that, through Steam, in the last few years I have stumbled into a gaming ecosystem setup that makes me question the value of ever buying a Playstation or Xbox again unless something radically changes with next gen versions of those consoles. My PC acts as my hub but can stream to my Steam Link hooked up to my living room tv, or I can take my games on the road with my Steam Deck. My gaming can be as PC-flexible or console-simple as I please at any given time thanks to the option of big picture mode. I can buy digital games from more stores than just on Steam and then layer on top community features like Guides and Workshop etc and Valve's (mostly) consumer friendly policies. It's not perfect, I'm not playing games in 4K anywhere, sometimes things can feel a little sloppy here and there and getting to this point did come with some headaches. It's not for everyone but now that I'm at this point, PS and XB need to do something really impressive to get me to add them to my setup again in the future. At least Nintendo have exclusives and a unique philosophy to hardware design to justify glancing in their direction.

    About early access: there is a problem, for example with dwarf fortress, the game has been in development for more than a decade, and even more time is needed to close the entire roadmap, but now it is the greatest game of all time, and rules that limit access to such games are not needed, yes, I will die before the game is 100% complete and thank God there are no rules prohibiting the release of the game before it is 100% ready

    I’m so glad he brought up destiny 2 as a example, but as a former d2 player there was a huge aspect imo that he didn’t go in on. Not only did they lock content like maps and raids, but also the loot you would get from it or them. Imagine spending months (not joking) grinding a raid once a week and you get this sweet helm. High af stats, it looks badass and matches your drip great and makes your build go harder than ever. Then imagine that you can’t use that piece suddenly. They called it “sunsetting” and used the same “hardware limitations” excuse

    This is great, but would be even better if Steam took this kind of "get your asses in gear" mentality to early access. Some of the things I'd like to see?
    -No sales when in early access - you want to offer your game on a time-limited discount, it has to be complete.
    -A communicated roadmap to game completion with deadlines and milestones - as long as _some_ progress is being made, you're golden.
    -Blocking games from sale that enter early access and stop updating - this would be the big one. If your game goes without a meaningful update, either in terms of material changes to the game or status notifications to the public, for a period of 3 months, you shouldn't be allowed to sell your game. If an update comes, you can apply to reinstate your game, provided you update your timeline.
    -Auditing all current early access games that have gone dark - no grandfathering in games that have already gone dark. Nobody gets a pass.
    I don't even touch early access because there's no guarantee that the games will ever get finished. I have many early access games on my wishlist that have - no joke - been on there for over half a decade. That's exactly contrary to the purpose of early access!

      I pirate early access games and buy them when they're finished, if I like them. But there's some games like dwarf fortress and project zomboid that aren't scams or vapor ware but passion projects just perpetually in early access. So what are you supposed to do?

    my problem with this is that valve shouldnt be the one forcing developers to be more transparents, it should be us the customers, if we as a group accept anticonsumer practices then its our fault, its like if you see 10000 dollars on the ground on the midle of nowhere arent you going to take it? game developers are becoming greedy because we let them be greedy

      Both are valid. That's like saying we shouldn't need any laws because everyone should behave and not commit crimes? We should not commit crimes, but we also need the laws. We should not buy scummy slop, but someone has to stop anti-consumer practices when they happen.

    Valve's platform consists of two groups, the publishers and the consumers. Putting in place standards that ensure the protection of consumers by simply holding publishers accountable should be mandatory. If the publishers threaten to pull out because of this then good riddance. Those publishers are simply telling you, the consumer, "We want to be able to steal money from you without being forced to be held responsible for our actions". Why would anyone want to give that group any money?

    Valve is doing this likely because they're sick of having to deal with complaints and refund requests from users that are the result of devs doing these scummy practices. Most of the time a company has to eat a charge when refunding, and various laws for some countries require Steam to have a refund policy. However, nobody said positive change had to be completely selfless.

    I've always loved steam hated the lawsuit ads that were popping up not that long ago.. as I'm now designing and making my first game this makes me happy to see steam is doing this! As I'm not trying to just steal others creations and make it my own this doesn't just help customers this helps honest publishers as well!!

    In the past season pass purpose was "we will make a bunch of dlcs take this for a small price and they're all yours in advance no matter how many dlc we do" AND THEY DID MONEY WAS WELL SPENT then seasons pass was like "buy a second season pass, and a third, and a 4th dw we will get you something, probably but buy the 5th one in the meantime"

    to your initial point, the reality is that we've never actually owned the media we purchase; we've always only owned licenses or "access", not the game/movie/etc itself; the physical medium and access to the product is what we paid/pay for
    it's just that now companies have a wildly more realistic way to use that leverage because everyone (in the west) largely abandoned physical media in favor of digital convenience. our own choices led to this, just like how an affinity for piracy directly led to the modern hellscape of subscription/live service models
    and don't get me wrong, i don't say any of this as corporate justification, but more so as a warning to be more mindful of our actions and decisions, because the consumers are absolutely not blameless in how things have worked out

      Nah, copyright laws have always been an aberration. The companies might be able to enforce it more easily because of technology but don't think for one minute they wouldn't have done it earlier if they could. In the end, it's the anti-consumer laws that need to be rewritten, not us having to bow before them.

    Hey, I hope you are well. Your channel popped up on my feed numerous times, but I admit I kind of ignored your content until I saw your interview with Jonathan then I watched your PoE1 video too. We really are on the same page and not necessarily on what we play or like, but Ethics and passion definitely, it was kinda touchy to see you getting sentimental when Jonathan was talking about their ethics when it comes to mtx and stuff like that.     Steam is not here for the customers they are here for Steam.
    If a developer sells something on their platform but fails to deliver the customer is going to hold Steam responsible. They don’t want that headache. Under the old agreement they had no recourse but were being blamed because they were the point of sale.
    But in this case what’s good for Steam is also good for use.
    It’s capitalism at its best.

    DRM of steam is actually very open, the devs can put even DRM free on they own games, that make the game a purchase, steam get a slice, dev get other, state get the greater portion and if the player download it, has nothing contorlling the rights in the game itself... But the default options is one of steam and any publisher use they own DRM inside steam, because steam allow it... Sure some steam rules are over any DRM anyway, but they are totally consumer friendly anyway

    You're absolutely right on and the digital content related stuff. The season pass, removing content or even revoking access to entire games, failing to deliver, all that.
    I don't know that I agree with the Early Access part though. I think it's better than preording, as you get something at the point of sale, usually at a lower cost. In my view it is incumbent on players to only pay for an early access game if the game is something they want to play in that state. From that angle it doesn't really matter how long it takes for the game to leave early access, or even if it ever does.
    Though you do have to realize that early access is two things - it is a better preorder system, but it's also a public beta. And in that sense it definitely is not as good. Companies used to pay people to beta test their games. Now they've somehow turned that around and are getting people to pay to be beta testers. Looked at from that angle, there's a problem.

    Incredible Steam W. Though I'd want similar guidelines extended to Early Access games. It has been somewhat recurrent that a game 'releases' on EA, blows up then devs either take the money and run or development of said game slows down to a glacial pace.
    There needs to be commitment to roadmaps and dates, and those should be required in the first place, and clear consequences for failure to deliver. Early Access games ask players to invest in their product before it's ready. In all industries, this comes with a responsibility from the former to the later that doesn't exist in video games.

    I'm still mad that I paid full price for destiny and the dlcs and they removed the 3 starter dlc and sunset all the gear so it doesn't matter. Then made the game free to play but then added a session pass you need to buy to play the new content that only lasts for the year and resets next quarter and then on top of them added dungeon key that you needed buy the one of the only end game solo content. They only went free to play to implement predatory business practices i love destiny it was in my top 10 favorite game but when i heard the announcement for post final shape, i was done i loved it but now it is just a game that bleeds you of your time and money

    I really hope this applies to 'Deluxe Editions' as well, that promise all future releases without specifying.
    In case you didn't know, Atlus released the remake of Persona 3, titled "Reload" with its deluxe edition - over $100 CAD - promising 'all future DLC'. This was later stealth-changed on the release of 'Episode Aegis - The Answer', which was part of the original Persona 3:FES release. They changed their deluxe edition wording so they could charge 40 additional dollars for what was promised initially, a move that changed Reload's 'Overwhelming Positive' rating to just 'Very Positive'.
    In my mind, it should have sunk a lot lower. That kind of bait-and-switch is absolutely unacceptable and I hope these season pass rules get upheld there too.

    I still think Gabe likes to see a young, happy gamer or client way more than just raking in another stack of cash. I mean, he really lights up when someone says they love their Steam Deck! Sure, he’s a businessman and definitely not a saint-far from it! But now he’s got the thick cash to throw his weight around, effectively employing deterrence by denial to ensure that publishers think twice before crossing him. Hopefully, more companies go in the GOG steps and will offer a physical copy of game they can do it.

    I have four words for you: End User License Agreement. One comes with every purchase you make of a non edible physical product because that product runs on software. The agreement explicitly lays out your “rights” with regards to using that software and that when you do you have allowed the company to sell the information that software has compiled on you specifically, along with other things.

    If Steam could sell us as an Installer like GOG instead of just the Licensed Copy of the game, it would be a Game-Changer. I only trust GOG and Steam as of now. One of the bests Stores in the market. It'd be nice if we can actually have the Game tied to a Key like GOG, but also tied to an Account from Steam. Meaning as long as we have our accounts, which we should, with our Emails and all- we can get the games we want, forever. Not much more risks.

    It’s the lack of transparency and near criminal behavior from developers that’s going to create a second VG Crash, sure it won’t be as big and disastrous as the first but we will see a lot of companies going under and nobody really buying games at all. Sticking to certain franchises until those are infected with the same problematic developers and its big companies like Microsoft and Sony who will remain but knowing Microsoft, they’ll be more likely to back off from the industry out of the 3 consoles.

    All the laws around games being very broad and open to corporations exploiting the many loopholes makes you wonder why lawmakers don’t bring in people like Gabe to assist in narrowing down some of these laws as well as developing better laws to prevent these corporations from taking advantage of the consumers.

    Stalker 2 is not worth the money, atleast not now. With the straight lie of A life, horribly unstable mid to end game with main quests some not finishable for some player.
    And everyone's excuse is "Oh but their country is at war"
    They moved development to Prague going on 2 years now, with multiple delays is fine. They should have delayed more.
    And DEFINITELY not lifting the review until 2 hours before release was so telling.
    All the bullshit of "modders will fix it" well then I should pay them for making the product playable instead of the company making a template for a game rather than a full experience

    Do these rules apply retroactively at all? I ask because Space Marine 2 has a season pass, and while I'm fairly sure the information Saber has provided meets Steam's new requirements, there could be something I'm missing. I imagine there has to be some limit to it because with how many times this kind of thing has happened in recent years, it would put Valve on the hook for a LOT of potential refunds.
