I've been working as a Sr. Designer for the last 14 years. I use templates all the time for quick turn projects. When I look for a template I go over them very carefully to see which ones fit best for the subject matter I'm working on. I create a folder and then select anywhere between 5-10 templates that could work. I then narrow those down to 3 and start incorporating my assets into the templates to see what works best. I have no doubt in my mind that this was intentional.
As a designer myself, I agree with this. I am hyper aware of everything in the finished product, whoever designed this is either extremely lazy or very intentional. Honestly I could believe either was the case here.
