I guess they were balanced around Militia line costing 80 resources. Definitive edition gave supplies to militia line, making them significantly cheaper while Jaguars only got +1 pierce armor (to match Gambesons) which doesn't help at all against units they are meant to counter. Many other infantry units got buffed.
@romero9274 well that already happened for some of the champs in these engagements. They didn't all have the high ground 100% of the time. Anyway, elevation disadvantage is a percentage multiplier, so kamayuks having low damage is not exponentially affected by the hill bonus, they were dealing the same percentage less than all the other units

Actually, they did pretty good against teutons. They killed more than half of them which alone is something.

Kamayuks have low damage. The damage reduction from high ground makes it even worse.
