I feel kinda bad for Pucci. He wasn't that bad of a person at first (he didn't know the private investigator he hired to break up Weather and Perla was linked to the KKK). He was just manipulated by DIO and twisted into someone willing to sacrifice innocent people for the goal of a twisted heaven. It's true what the Joker says: all it took was one really, really bad day to make Pucci into someone purely evil.
i like how it sounds like its three notes from bursting into a mashup between the birth of sandman theme from spiderman 3 and the avatar the last airbender melody Considering araki partially based jolyne off of spiderman and has met/is a fan of sam raimi, it's kinda fitting there's also a few tracks in part 5 that also sound distinctly danny elfman, it's just hunch, but the guy is popular, so the idea that he'd influence other composers isn't that crazy afterall.
