What about smallville, Gotham city ( yes, it is its own area), Wayne island, and metropolis? They should have bosses there because there is a total of 9 areas in the hub world yet there is only 5 bosses! Weird.
Katana is also not a villain, she's not even a full anti-hero. But Red Hood is definetely an anti-hero and he fought Batman, so he's a boss for a reason. A cool and interesting character though.

I actually used to have that issue. So, Multiple of the bosses need you to do a job before the fight, to awaken the boss.
