Well, to be fair, it isn't like the Holy Church condoned Noel's behavior. Mario said it himself; Noel was a loose cannon and her needlessly cruel actions could not be tolerated. So to be sure, the Church is infinitely better than the Mage's Association; because the Mage's Association have zero standards while the Church has SOME.
