It is necessary to subject the rules to means testing. Provided they are equitable for all, no PL club opposes the APT regulations. The introduction of exceptional rules for the benefit of other PL clubs is not permissible. If the introduction rule date occurs after the improvement, it is not possible to enforce regulations on a PL club. These can only be implemented subsequent to the date of introduction. The introduction of rules with the intent to bully and harass other PL clubs is prohibited. Enforce rules that are fair, transparent, and free of any loopholes.

Historically bigger sides did not suddenly become historically bigger sides. They became so over decades of hard work and building on succsess on the pitch. Its easy to spend money to buy success. Just take city and chelsea for example. Historically reasonabbly successful clubs that had failed on the pitch in terms of winning titles and as consequence lagged behind the three biggest clubs in england, untill they were swamped with Cash. Without that Cash, its doubtful they would have had so much success in such a short period of time. Newcastle are the prime example of a club that is Cash rich but unlike chelsea and city,, are restricted by the New rules. Give newcastle the freedom to spend without limits they will probabbly make chelsea and cites recent achievements, palé in comparison.
