The rules stop that as well, unless they paid the big price to buy a historically bigger club.
It's the trickle down effects of having owners who've never experienced not getting their own way in their lives. The concept of "no, you're not allowed" is so entirely alien to them that their determination to have their own way regardless has permeated into the whole club's outlook.

Just take city and chelsea for example. Historically reasonabbly successful clubs that had failed on the pitch in terms of winning titles and as consequence lagged behind the three biggest clubs in england, untill they were swamped with Cash. Without that Cash, its doubtful they would have had so much success in such a short period of time. Purpose: The CBT is a way to regulate how much money teams can spend on their players, and to reduce anti-competitive behavior.
How it works: Teams are taxed on every dollar spent above the threshold, and the tax rate increases based on how many consecutive years they exceed the limit.
Thresholds: The 2024 CBT threshold is $237 million for player salaries and benefits.
Penalties: The penalties for exceeding the threshold are:
First year: 20% surcharge on all overages
Second year: 30% surcharge on all overages
Three or more consecutive years: 50% surcharge on all overages
Resetting the penalty: If a team dips below the threshold for a season, the penalty level is reset.

Surcharges: Teams also pay surcharges for exceeding certain thresholds.
